As explain (very quickly!) in the wiki about NC assembly for milling creation, it is possible to change the type as 'cleaner' if you don't want to do removel material.

When you change the type from 'CUT' to 'CLEANER', there is no removal material and no collision if you are in the part/stock in any feedrate (except RAPID!).

Cleaner type is also used by default for the probing tool
