Windows Explorer Integration not working

I have DraftSight on 64-bit Windows 8.1 computer. Runs AutoCAD 2018 well. But, I wanted to consider DraftSight 2018.

After install I copied the DraftSight shortcut into my Windows User SendTo folder. So I can select a DWG in Windows Explorer with the right mouse button and then hover on Send To and choose DraftSight.  I have done this for years across all Windows OSs and with dozens of programs. The DraftSight shortcut does not appear in the Send To list even though it is visible in Windows Explorer in my SendTo folder.

And....

I have tried to use Windows Explorer right mouse button and then Open With and choose DraftSight but not tick the always use button. This way Windows usually adds the program to the pop-up list and you can select it right there.

Using both of these methods in Windows creates a choice for the user do use a different program than the default. DraftSight is the first program I have come across that does not work in this way - neither method works.

Has anyone else experienced this and got a solution. Or is someone tech savvy enough to possibly edit the Registry to make these work.
