When drawing with coordinates, the drawing goes off the screen

Hi, I'm following Instructions for DraftSight 2016. I'm completely new and so learning from the first instructions I can find. On pages, 41-47, it says to draw a box in Model, to designate your paper size, engage the grid and draw a box with Absolute coordinates of 30,30 / 90,30 / 90,70 / 30,70 / c and it draws a big rectangle box.

However, the box is drawn way off site and out of view on the DraftSight screen (far top right) and you have to scroll smaller quite a bit to find it. I have a 27 inch screen, and it's far off of that! The drawing is not on the grid, as they showed in the instruction picture, it's not on the paper size that was designated and not anywhere near the X - Y point the instructions said to draw from.

I tried in various sizes of paper, 11 x 8.5, 17 x 22, etc. and it didn't matter. I changed the Unit System to Decimal and Decimal Degrees, Millimeters and it didn't matter. The box still drew far off the screen, far top right and no where near the X-Y coordinate and not on the grid. Even when I did Not designate a paper size, the same thing happened. I have about 6 different drawings with different settings trying to find the right one.

With the Absolute coordinates of 30,30 / 90,30 / 90,70 / 30,70 / c, where is that location in the DraftSight Model area? I don't know how to get the box to draw where it is supposed to. The next page, 48, says to draw another diagram next to the box, on the grid. It draws far away to the farther right!!

Below are the instruction pages, the actual drawing, it's the actual drawing, then a PDF of the drawing. The little box on the lower left is the grid that I've outlined so you can see it. The big box on the upper right is the box that was supposed to be drawn on the grid. I've made it considerably smaller so it will fit on the page. The paper size is 17 x 22, so you can see how far off the drawing is compared to where it was supposed to have drawn.

Where are the Absolute coordinates of 30,30 / 90,30 / 90,70 / 30,70 / c on the DraftSight field screen? Why doesn't the drawing go where it is supposed to?
