Starting Point

I know you can starting drawing based on the starting point being an absolute point, or the last drawing position. But is there a way to make your starting point of drawing command, such as a line, a series of relative  and snap positions? Plus, doing this without having to make a bunch of temporary line you will have to delete latter. I think when I used AutoCAD Lite many years ago the command was Track.

Example: You fine (or snap) the mid-point of an existing horizontal line, then you move relative 0, -2.5, (then maybe more relative positions). Then you press the "magic" button and that becomes your start point.
