My cursor problems resolved when I returned my display scaling to 100% and reduced the resolution on my screen. I tried every other suggestion and it was the thing that finally fixed my issues. DraftSight was completely unusable until I changed it.

DraftSight is unstable in my opinion and does not play well with graphics. I hope this helps someone.
