error 1317 an error occurred while attempting to create the directory

When I want to install draft sight on my windows7 64bit laptop, I always get the error report: error 1317; an error occurred while attempting to create the directory C\\ProgramData\\Application Data\\Dassault Systemes.

I already changed the security permissions for the C-folder, but still the same error report.

Can anyone help me?
