Activation Fails at Proxy Settings

I just installed 2018 SP0 on a new computer, and I cannot get past the activation process.  Here are my steps:

  1. Launch Draftsight.
  2. Activation prompt appears.
  3. Click the "Activate" button.
  4. The process pauses for a minute.
  5. A message appears saying I need to edit my proxy settings.
  6. Click the "Edit proxy" button.
  7. I set the proxy settings according to my IT department's advice.
  8. Click the "OK" button.
  9. Click the "Return"/"Back" button.
  10. Repeat steps 2-9.
  11. Click the cancel button.  Notice that Draftsight closes.
  12. Repeat steps 1 - 6.
  13. Notice that the proxy settings are same as before I edited them the first time around.

We tried moving the computer to an IP address that bypasses the proxy server (this has been IT's solution for a long time), but now even that isn't working. 

What's going on?  Why isn't the activation process working?  Why are my last proxy settings not being saved?
