Perpetual motion VS Balance

Hello, makers,

Do you think, please, balance or perpetual motion is possible, whether the rose lower ball is placed under (first video) or above (second video) the low "skirt".

In the first case , i expect a load weighting on the upper plate to push on the lower rose ball, through the "skirt' so as to verticalize back the upper shaft .

In the second, the device needs to float on water and the top of the skirt to be shut, so as to allow an air pocket to lift it. I expect the rose ball to simultaneously push on the skirt from above, and may be association of both would produce a perpetual rotation. Requires, may be, wind to tilt the upper shaft. What do you think, please ?
