When some CAD/CAE data that is not native to 3DEXPERIENCE platform exists on your local hard drive, and needs to be brought into 3DEXPERIENCE platform, it is important to "Import" it.
"Importing" converts the data for 3DEXPERIENCE usage, while simply "Uploading" it does not.
