Polar Guides not working as expected

Hello, I am using DraftSight 2018 SP0, and am not able to get the polar guides working as expected. If I specify the polar guides to snap at particular angles, say 45 deg, then I can see the guides show up at the appropriate places while placing lines. However, if I attempt to enter the length of the line via the keyboard, for example "3", then the line snaps to some arbitrary 90 deg angle, as if ortho snap was on, even though it isn't. If I place the line via left-clicks only (i.e., don't enter the length via keyboard), then it correctly snaps to the polar guide. From what I've observed in several tutorials, the polar guide should have been respected even when entering the length via keyboard.

Is it possible there is a bug here, or is there a setting I could be missing that would cause this behavior?

See screenshots below. The first screenshot shows me attempting to place a line with 45 polar guide snap. If I were to left-click, the line would have the correct 45 deg angle, but would not have the exact length I want. When I enter the desired length of 3 units, it snaps orthogonally, as in the 2nd screenshot.
