After exchange with @LL I created this wiki to share the methodology.

A/ Create the "Initial Manufacturing Cell"

Today there is 3 ways to assign/mount accessories and tools on a rotary turret.

1/ Using import and mount resources command (accessories + cutting tools)

2/ Using the resources view if components are already in the manufacturing cell (accessories + cutting tools)

Method 1 and 2 are described in the document and recorded

3 / While creating machining operations with cutting tools

This 3rd method is not recommended when you want to initialize a manufacturing cell. (as you do not want to create operations)

B/ Create a new program with the "Initial Manufacturing Cell"

When your "initial manufacturing cell " is created , you just import it when you create a new manufacturing Cell on a new part
