Introduce new functionality Small Components to scan checker (Diagnosis ->Check -> Scan)

On check a scan is divided into topological components. The user can rate a number of facets to define a small component value in order to identify small components 

On Repair these small topological components could be deleted in one step afterward.
This helps for example to remove irregularities which disturb the function "Fill Holes”.
