The Rebars Templates are located in your install directory at win_b64\\startup\\Civil\\Rebars (win_b64 because running on Windows). You will find :

RebarTemplates.3dxml

contains many templates of fixed or adaptive rebar templates you can use in the Rebars Creation command.

Here the latest version of templates that you can import on R2023x FD04 (and after), or R2024x:
