Suppressed Drawings in Pack & Go

I have a situation where I'm attempting to do a Pack & Go of a small assembly.  When I look at the PnG selection screen, it identifies several DRAWINGS as being suppressed but the associated part models are NOT.

When I uncheck the "Include suppressed components" box, the drawings disappear from the selection list the associated components remain.

Only after deleting the unrelated suppressed part files from within the assembly, do the previously "suppressed" drawing sheets reappear in the list.

Since I use PnG to do everything from final documentation exports to simple clean up duties, having it strip out needed files arbitrarily is a major issue.  Deleting suppressed components is fine provided they are no longer required but that is seldom the case.  Much of our designs are configuration driven and have expansive use of suppressed components.

I have been using SolidWorks for 15+ years and have never come across this before.  The source files for the PnG are in PDM though I don't know how that would create the problem or why it should only affect certain files. 

Has anyone else experienced this behavior?  Thanks in advance for any help you can provide.
