First make an area (see yellow) to show a tool tip and then decide to not make it big enough to handle all the text and on top of it don't make it resizeable. This means that the user is then forced to hover over it to actual see the complete text of the tool tip by means of a balloon.
That or pull out the side window to the width that the developer arbitrarily thought one should be pulling it in the first place.
Elegant? No.
Compare it to the same area when using Toolbox.
Here it's the other way around. There's lots more room taken up for something that can be done in two lines.
Unless of course one views it in a the very narrow side window so that the text takes up 4 lines
Elegant? Again, no.
Consistent? No.
Unless one expects the users to constantly dragging the right side window open to whatever width the developer deemed to be appropriate for individual instances one can only come the conclusion that something went wrong in the QA department.
