I have an assembly where I have two plate parts where one plate sits on another. Both plates have 4 countersunk holes created by hole wizard in assembly level. When I use "smart" fastener feature to add bots, nuts, and washers, I have a problem. Smart fastener adds bolts in correct positions no problem, but when I try to add nuts and washers in "bottom stack", it doesn't position them properly. They are concentric to the hole, but not coincident to the bottom fact of bottom plate where they should be...plus, adding nuts and bolts takes sooooooo long (about 2 min) for some reason.

Please help!!
