Can the Vault Administration be installed and used at a local computer remote from the server?

We have a server room upstairs that is locked at all times. Our engineering office and cad computers are in the same building but downstairs.

According to our IT consultant the Vault Admin. can only be installed and used directly on the server that the vault is installed on (upstairs in the locked room) and that it can not be installed on a user computer. Is this true?
