I have a group of users that need to transition an ECO file, with other files referenced, but it gives them "No rights to change state" on referenced documents. This person doesn't have read rights to the state the that failing documents are in, but that is fine, because they are not of consequence to the ECO. Shouldn't it allow them to pass on transitioning that file? It doesn't have a matching transition, so there is no conflict there.
