Hello everyone from a new Solidworks user

I am trying to build a part for practice and I think I am nearly done but can't seem to mate the cylinders (wheels) to the holed strip.

I've attached my assembly file and the picture of what I am trying to accomplish.

I've mated it so that the cylinder only moves in the direction normal to the hole but I can't get it to "fit" into two holes.

I think the problem is the tip of the cylinder is 25mm but the size of the hole is 25.2 mm.

Also, I've done smart fastener on the top board but I need to bolt down the cylinder against the holed strip but it is not working.

It's only recognizing the holes of the strip. Do I have to do this manually?

Any help would be greatly appreciated.
