One last ditch effort before jumping to Creo...

I have a drawing format that has our company logo in it.  Creating new formats from our template is fine.  Importing new format into an old drawing works most of the time.  SOME occasions, the company logo wont print or show up in PDF files.  Nothing apparently different, re-importing the format does not help.  Copy/pasting the image from a working drawing into the broken drawing does not work.  If I copy/paste the image from Sheet format editor, to the actual drawing face it shows up fine.  There is some absurd setting somewhere, apparently.  Any hints for me?
