I am trying to help my administrator find where to turn this off.

When we open files the default value is "check out". As a result we have lots of inadvertent mods being made to the vault. In an effort to control this we want the default value to be "get" only. No "check out".

Also, can we turn off the dialog box that tells us a part isn't checked out, "would you like to check it out?". It is too easy to check things out right now.
