What is the most efficient and controllable way to create a machined part drawing layer on a drawing that is currently modeled and dimensioned for a completed finished part?

Part is hard coat anodized so the realize a buildup of 0.0010 +- .0002 per surface and 4X on threads.

I want to able to print a layer of the drawing that shows all of the pre-plate dimensions that the process is attempting to produce.
