I am trying to add a note which includes a GTOL frame to our design library to make inserting standard notes more efficient.  I dont have any trouble adding the note to the design library, but when I go to insert it into another drawing the GTOL frame is replaced with "#error: broken link" (see attached image).  The note will insert properly to the original drawing it was saved out of, but for any other drawing it comes in with the broken link error.

Has anyone else experienced this issue?  Is this a bug or am I doing something wrong?

Any help would be much appreciated.
