Configuration Specific Sketch Relations

I have an assembly made of steel tubing with delrond padding on the sides of it (will be used for lifting a large part). It's going to be a sort of cap that slides on the edge of a part we make to lift and move it. However, we need two of these assemblies; One for the top and one for the bottom of the part.

Both assemblies should look almost identical with only their overall dimensions (the length of the steel tubing) changed. Since these parts are so similar, I figured it would make sense to use a configuration instead of using two seperate assembiles. The configuration for the steel tubing frame works fine but the padding wouldn't update (when I shortened the frame the padding stayed the same size and now sticks through the part).

Investigating found the culprit to be the sketch relations I used for the dimensions of the pads (on edge/convert entities). Even though the dimensions of the frame are different in this configuration, the sketch relations still refer to the old (default) configuration of the part (that is the larger sized frame).

Is there anyway I could make the sketch relations be configuration specific? Can I redesign the padding so that it will be configuration specific so it updates when the size of the tubing changes?

Attached is the assembly. Notice how the default configuration looks right but when you switch to the "Bottom Fixture" configuration the padding doesn't change dimensions and sticks through the part.
