Anyone else have problems w/ flexible sub-assemblies reverting to rigid.

We have a problem with some of our flexible subassemblies.  We have parts that we are modeling that have motors that move so we create a configuration that has flexiblility.  I have a Flexible Sub-assembly (Lets call it Assembly B) within the Primary Large Assembly (Assembly A).  Within the Flexible sub-Assembly (Assembly B) there are several flexible sub-assemblies ( Assemblies, C, D, E).  In my assembly B, I created a flexible configuration where I put Sub-assemblies C,D, and E into flexible mode.  In the other configurations they are fixed.  I put Sub-Assembly B into Primary Large Assembly A.  I have a configuration where the subassembly B is in its flexible configuration and is made flexible.  When I created it, all the subassemblies (C,D, and E) are flexible.  Now, I open Assembly A in Solidworks 2013 (after having saved the files in 2012) and the Assembly B is flexible and in it's flexible configuration, but assemblies C,D, and E are now rigid.  I called my VAR and they tell me that the Assemblies C,D, and E have to be set to flexible in Assembly A as well.  So I do that.  Then I save the file, everything is working.  Then my co-worker opens the file and the sub-assemblies C, D, and E are rigid!  Why don't they stay flexible.  Other information that might be helpful.

We are using Solidworks 2013 SP2.0.

We use EPDM 2013 SP2.0. (I have one state change between me saving it and my co-worker opening it.) But it opens fine for me, no problems.
