Activating Contact Only When the Cohesive Elements Are Completely Degraded and Deleted

I am running an impact simulation and interested in dynamic fracture. The model is 2D with 0 thickness cohesive elements inserted between triangular bulk elements. I can't seem to set up contacts such that contact is only activated once the triangular element surfaces are free (e.g. cohesive element failure). I'd like to incorporate friction as a dissipation mechanism once the element has broken and thus need this type of contact setup. I've tried general contact, surfaces pairs, and general contact with inclusions (per the manual) without much success. The first two result in frictional dissipation prior to the element failing and I've got too many element face pairs (~30,000) for inclusions/exclusions. Note that I do need to have general contact on such that I don't have interpenetration of elements that aren't defined as pairs. Any help on solving this problem would be greatly appreciated.
