Our institution currently has 65 standard licenses and being used by two people

Users of standard:  (Total of 65 licenses issued;  Total of 50 licenses in use)

User1 start Mon 2/17 10:41, 25 licenses

User1 start Mon 2/17 10:47, 25 licenses

User1 queued for 25 licenses

User1 queued for 25 licenses

User2 queued for 5 licenses

As 50 licenses are being used, there are 15 licenses available but can not be used due to the next in the queue requires 25 licenses whereas the one requires fewer than 15 licenses is quite down in the line.

Is there a way that optimise the licenses available by allowing analysis that require fewer licenses to be carried out?
