we have use case that in absence of change coordinator another change coordinator should be able to take over CO/CA/CR activities. How can we achieve this any suggestions?

I have defined Absence delegate for myself, since I am going Out of office, but the delegate person is not able to perform any action related to changing approver, owner, informed user, coordinator, add/remove affected items, etc. for the CR/CO/CA. Is absence delegators task is to only approve Route Tasks in absence of me?
