While the 'Design variants' are top-level configuration features used to define a product's options, why is it allowed to define only based on the Product Line's configuration feature?

What would be the business case leading to such a behavior?

We do have a scenario where some Products could not be grouped under a Product Line and where the Design Variants are expected to be defined based on the Configuration Feature/Option from the Product itself. Could you throw some light on why the Design Variant is pulling up Configuration Feature/Option from Product Lines?
