If the Title information of new parts created by the user exists in another part on the platform, what can be done to prevent the creation of the part?

Actually, the main purpose of my question is how can I uniqueize the Title information.

Do we need to write an EKL about this? What can we write in the Attribute Validation Check section regarding this issue?
