Project Management – Financial – Budget – Other units than monetary

When setting a project Financials – Budget, my understanding is that in the platform a budget can can only be defined in monetary units.

Often a project budget is composed out of a budget that is based on Resource Types with “allowed hours to spent”, and Costs “Monetary”.

This allows for a project manager to be independent from resource costs fluctuations and indexation, allowing him to work on the effective hours commitment for completing the project?

Can a budget be setup with hours as unit? Can you identify the best practice here?

For example, how to set-up following Budget structure:

Budget - Resouces
- Project Management: 200hrs
- Engineering Type 1:   200hrs
- Engineering type 2:    140hrs
- Production Type 1:     200hrs
- Production Type 2:     500hrs
Budget - Costs
- Consultant 1:            15000€
- Manufacturer 1:        80000€
- Manufacturer 2:        40000€

..

When defining resource type specific cost, can this be rolled-up to a combined cost in Monetary Units?
Is there a "Best Practice instruction" available for budget setup, and where to find?
