Operational bottleneck in Change Action (ChA) management due to Owner-only permissions

Hello everyone,

We are currently facing an operational challenge regarding the management of Change Actions (ChA) and would appreciate your guidance.

We have identified a bottleneck in our workflow: when the designated Owner of a ChA is unavailable (e.g., on leave), the process becomes blocked. Currently, the system restricts critical actions—such as changing the organization, moving Realized Changes, or reassigning the Owner—exclusively to the current Owner.

This lack of flexibility impacts our ability to maintain workflow continuity. We would like to know:

  1. Is this restrictive behavior the intended standard functionality?
  2. Are there any best practices, configurations or Admin settings (such as delegated authority or specific security roles) to prevent these bottlenecks?
  3. Could this be a result of a restrictive platform configuration rather than a core system limitation?

We are looking for ways to ensure process continuity without compromising data integrity. Thank you in advance for your help.

Best regards.
