Somewhere in here there was a change that reversed the process of Impact analysis and CA. It used to be that impact analysis was done on the CA that was already preexisting. No it seems that we create a impact analysis and span CA from that. While I don't disagree with the theory since it does not add the parts as proposed changes until the impact analysis is complete the workflow for getting there seems questionable.
