Conditions: 3DEXP OnCloud (public) + CATIA 3DEXP / CATIA V5-6

Background: Today, nearly any of our customer has a demand on still managing and delivering drawing objects internally as neutral format or to customer and supplier, following official guidelines and standards. 

Problem: While most of the needed information (number, title, ...) can be mapped onto the drawing-object, while executing drawing creation on client side (so no problem for filling title block), there are some attributes, that are established later in non-client-processes.
Best example here: Releasing information > typically the responsible releasing person is not a cad-client-user (e.g., engineering leader) and the exact releasing date can not be specified in advance. For a legal drawing description, this information is needed on the drawing title block for release and change (liability reasons).
Typically, the customer demand is not limited to CA information. In some cases, also additional process-related information is printed onto the title block like a drawing state (prototype, production, ...).
Other problem here is, that this information must be placed on the drawing after process step > for change and release (driven over CA), the drawing is already in stauts "Released" where the changes have to be printed onto the drawing but no manual changes are allowed.

We were already thinking about solutions but found no practicable strategy for OnCloud (OnPremis not that big deal).

Request: What is the official strategy of DS, handling this customer demand? This is important for us in future-proof customer proposals.
