I can't really find any good information about this. I came across it during a certification but didn't recognize the interface at all and according to the details it should be in the ENOVIA brand and the QUMAS discipline? The release is for 2019x so I guess the interface could have changed but I believe this isn't the "regular" Document Manager introduced On-Cloud in the 2020(?) release?
