Is there a link between the Engineering and Requirements Centrals in Enovia R2011x?

In another words, the requirements are not linked to the parts, which doesn't make sense!! We had to implement this link by hard coding it, but I'm still not convinced with this solution.

I'm still new to Enovia, so if someone could explain the reason behind this for me, please.
