2021x on PREMISE:  
We like to make the change process like in this documentation from DS:
a) Issue open
b) Change Request open
c) Change Order
d) Change Action Open

and vice versa

but in our configuration it jumps automaticaly from a) to d) -> overjumps b) and c)

Is there a configuration-possibility / some preferences / or a bug?
