When the Tasks under the phase are "Complete", the phase automatically reaches "In Approval" maturity.
However, we use the project management tool with live tasks under phases. So, when a task under the phase is "Completed", we want to open a new Task under that phase.
Every time a new Task we create is "Complete", the phase becomes "In Approval". In this case, in order to add a new task under the phase, we need to manually change maturity to the top-level phase to the "In Work" state.
Even though the Project Space > Details > Preferences > Schedule > Manual setting prevents the phase from progressing at the same maturity level as the task below it, it is not prevented from automatically becoming "In Approval".
