One of our customers, who develops its own product, has been continuing its business processes for years as follows. New managers want to eliminate the technical drawing with MBD (model based definition /3DMaster) and the approval process to be done digitally through screens. 
But they still draw design technical drawings, print them out and get them approved. Production is done based on the approved technical drawings.

My question is as follows, 
Do any of you have a company whose business practices are as above but has switched to MBD? 
How should the phasing of such a business be? 
For example, can a structure like the one below be considered?
1- FTA (technical drawing release phase of the design) 
2- MBD (Transition within the factory. Design-Project-Quality-Production)
3-MBE (System integration including suppliers in the corporate network)

What should be considered in this transition?
What kind of a road map should we make? 
What problems will this system change cause for the company's suppliers? 
Have digital and manufacturing hardware/equipment been renewed?
At the end of the process, is the management satisfied with this transition? 
What is the ROI of this kind of work in a medium-sized business?

Is there an out of the box role or IPE for such working companies?
