I am going crazy each time I open a new .dwg file and finding that my settings have not been remembered or I have misjudged when and where are permanently stored.

Draftsight has the following setup categories: File Locations, System Options, User Preferences, Drawing Settings, Drafting Styles, Profiles and Tool Bar Setup, in addition, there are templates.

Would it be possible to define which settings go in each category and where they are stored, and how they can be recalled.  Aside from being able to recall settings as necessary, this would also be advantageous to know these names and locations for upgrades and reinstalls.
