I experience massive mouse lag in the viewport when I open Draftsight with my USB mouse plugged in.

As a precursor, I installed gpointing-device-settings from the Software Center.

When I unplug my USB mouse, start DraftSight, then plug the mouse back in, I no longer have mouse lag and DraftSight is usable.  My mouse works fine everywhere else in Ubuntu, but with this process, I lose the scroll wheel function on the mouse just in DraftSight.
