I have upgraded to 5.1 and have installed twice and still the layer tools palette does not show up when selected from within the tool matrix. 

All of the tools are available from the menu, but it is so much easier to use from the tool matrix.  Has anyone else had issues with tool palettes not showing up in V5.1?

Maybe I can create a custom tool bar or tool palette and populate with the layer tools.
