Trouble Using Sheet Mode

I have found a YouTube DraftSight webinar on "Model Mode vs Sheet Mode. Which one is for you" I am very confident about using the model mode, but really want to use the Sheet Mode to have all the notes and dimensions separate from the model. It is not clear in the webinar. After a lot of research including purchase of a book, I find that use of the Sheet mode is still obscure. Specifically:

1. How do I make all line type scales uniform in the Sheet no matter the scale chosen. I accidentally did this once and can't find how to do it again. In fact, it is true in sheet2 but not in sheet1????

2. Is there a way to keep the dimensions in the sheet mode independent of the scale selected. I want my dimensions to be 1/8 high as I change the scale to make the entire drawing all fit on an A size sheet.

3. How does a title block go into sheet mode without killing the viewport command. If it is put in the dwt file as a standard, you can't insert a view port.

4. Does any of the above use the "Drawing Scale List" seen under Tools/Options/DrawingSettings?

Or, perhaps I am approaching everything all wrong. Perhaps I should scale my A size sheet to fit the drawing. This whole subject is very obscure. Does any one have a video or instructions on setting up a title block and constant height text and line type sizes when everything is to be printed on A size sheets
