Where did my Command Window go, and how do I get it back?  "Help" suggest "Ctrl+9" but that only brings a popup saying the Command Window will close and "Ctrl+9" will being it back - but it doesn't.

This is the window that used to display command prompt info, or provided a place to type a command.  Hard to work without it!!
