Does anyone know how to get the text background mask to work?

1) I have it turned now - tried through the properties menu and through the "Edit Note" menu

2) I moved the text to display order --> bring to front

3) I moved the object I want under the mask to display order --> send to back

and still, it is not working. I am thinking it might be a display option?
