As a control, when I move rectangles and plines, you get to see that "rubber band image" when you move from Initial Position to New Position.

When I try to move an imported Reference Image, no Rubber Band Image exists and I am running blind without knowing where the Reference Image is going to move to!

Display Order has no effect.
