Just installed DraftSight V1R3 - and have experienced two problems:
- Firstly despite the fact that from the previous release your settings and customizations are meant to remain they have been lost.
- Secondly now when I start DraftSight I receive an error message stating that the file C:\\WINDOWS\\SYSTEM32\\AcSignIcon.dll installed on my machine is out-dated and causes conflicts - please update the file from the following link. The link directs you to an Autodesk site and seems to concern a problem with AutoCAD 2009 which is not installed on my system in any case.
Opening LT2005 or any application other than Draftsight (at least so far) does not appear to cause a problem.
UPDATE: The problem is definitely something to do with the latest release. I uninstalled V1R3 and reinstalled V1R2.1 and problem goes away.

Window XP Pro Service Pack 3 (32 Bit), Dell Precision T3400, Intel Core2 Duo Processor, (E7300 @ 2.66 GHz), 4GB Ram, NVIDA Quadro FX 570 graphics card.
UPDATE 29.10.12: As can be seen from the comments that have been added by other people since this iQuestion was originally posted, the problem is being caused by DraftSight clashing with existing AutoDesk software, and therefore I would say that problem is Draftsights - as expecting the removal of Autodesks products to cure a problem that is being caused by Draftsight appears a bit unreasonable to me.
The problem may not be getting reported in large numbers - but just how many people are not reporting the issue and being put off using the software by a problem like this.
