Print to PDF issue with lines turning to jpg elements

So here is the deal.

I am printing architectural D size electrical diagrams to PDF. I am using DS 2016 SP2 (because I ran into many issues with 2017 when it came to printing) and I am outputting my PDFs with Adobe PDF as printer.

When opening my PDF, part of it has my lines as objects and look sharp, the other has chunks of diagram in JPG blocks.

I have tried to tweak the PDF processor as much as possible by removing conversion to JPG or any type of compression but I still get the issue. I also tried using Foxit PDF creator (acrobat knock off) and same issue.
I do not get the issue with the PDF built in printer of DS, however I get worst issues with fonts turning into dingbat style font in my title blocks. Needless to say I'm not using this PDF processor either.

So my question to you is, how can I get rid of these jpg blocks in my PDFs?

PS: I do not believe this issue is from adobe or foxit as they both get identical results and are different PDF processors. I strongly believe this has to do with DS.
