Paper Edge Location vs. World Coordinate System (WCS) Location

Hiya;

There's been some great clarification by Ron Burling on how to place the lower left Paper Edge Corner (PEC) to 0,0 World Coordinate System (WCS) on a sheet.   I have an existing drawing with multiple Sheets for which I want to all have all to have exactly the same layout with the lower left PEC at exactly at 0,0 WCS.  In other words, I want the WCS ICON to be located exactly at  the lower left of the solid black lined rectangle (that has a dashed line within it) to indicate the printable area).  Thing is, this relationship is all over the place from one sheet to another in the existing drawing.

I have tried to block in all the data from an old sheet and create a new sheet from scratch, since new sheets always start with the lower left PEC @ 0,0

I realize that for an 8-1/2" x 11" landscape paper, one would want the center of X=5-1/4" and that center of Y=4" indicated in the Properties Dialog Box.  One would also want the Print Offset in the Print Configuration Manager (PCM)  to be 0,0 or to be the distances that coordinate to your own printer's printable area, and that this will place the dashed line.

Problem is, when I try to pick the Center X and Center Y in the Properties Dialog Box and revise them to the above values, DraftSight won't allow me to change them.

How can I set X=5-1/4" and Y=4" in the Properties Dialog Box and then set the Print offset in the PCM to 0,0 or to the correct distances for my own printer?  An exisiting Print Config . I have is set perfectly for my lineweights and the paper size/orientation.  It just puts the paper in the wrong location in relationship to the WCS.

I would like to:

1.  Create a new blank sheet.

2.  Activate it with my existing print config.; altered, if necessary,

3.  Block in my data from the old sheets with the incorrect PEC/WCS relationship.

If you don't think this is the right way to do it, I'm open to pretty much anything.
