I don't really know what it is called, but occasionally when issuing a command from keyboard and nudging the mouse ( I think this is the sequence) or perhaps clicking to quickly after starting a command a Wheel with various options appears in the drawing window. 

I looks useful,  but I can't cause it deliberately.  Anyone know what I am talking about?
